Vsevolod Aleksandrovich Tsympakov was born in Odesa in 1903. Studied at Odesa Art College from 1916; Odesa Polytekhnikum of Visual Arts in 1921-1927. Active in Odesa. Exhibited with Kostandi Society in 1920s. Specialized in portraits, genre paintings. Died in Odesa in 1968.
